Observing that social unrest and conflicts in various forms prevailing in the state, was a severe blow for the development of infrastructures, Ibobi said “every issue can be settled through talks and his government was always ready to hold talk to resolve all the differences”. He said entrepreneurs were unwilling to invest and extract the tourism potentials in the state due to law and order problem. To this, he appealed to all (underground outfits and civil organizations) to come to negotiating table and solve the problems through dialogue.

“If the state continues in such situation where people are leading in an unrest state, not only in tourism sector, Manipur will lag behind in all fields”, he said.

Referring ‘tourism’ as one of the means to improve livelihood of the people of the state, Ibobi stressed on the need to develop tourist spots like Loktak lake and others in the state.
