Manipur CEO gets ready for by-poll to 2 Assembly seats

IMPHAL: Manipur chief electoral officer (CEO) is all set for conducting by-polls to fill up two vacant seats of the Manipur Legislative Assembly. Only the scheduled for the same is awaiting from the Chief Election Commission of India, an official source said Wednesday. Currently, two seats of the state Assembly are lying vacant after Speaker Th Lokeshwor disqualified two MLAs of Trinamool Congress, Kh Joykishan of Thangmeiband A/C and Th Bishwajit of Thongju A/C by an order passed on May 27 last. 

In fact, the Speaker’s Tribunal disqualified three MLAs under the 10th Scheduled of the Indian Constitution. However, the High Court of Manipur, in an order passed on August 2 last, stayed the disqualification of third MLA Oinam Lukhoi Singh of the same party (Trinamool Congress). For the state CEO office, preparation for the conduct of the by-polls is completed as per an instruction from the Election Commission of India. The CEO office is expecting ECI announcement of by-poll date by the next two-three days.

An official said that CEO office was getting ready to commence the process of conduct of the election as soon as ECI announces the poll date. As per rule, a vacant post in a legislative Assembly of a state is to be filled within six months counting from the day which authority of the Assembly issued bulletin regarding the vacantness of the seat. On the other, after the two disqualified MLAs chose not to go to court against the ruling of the Speaker’s Tribunal even after high court had stayed the disqualification order of their colleague, election campaign in their respective constituencies had already commenced.

After their disqualifications, the two disqualified MLAs had joined the BJP and highly reliable sources said that they are seeking BJP ticket to contest the by-poll.

Not only the disqualified MLAs, but others who intended to contest the election had also already started their election campaigns.

However, for the ruling Congress as of now there is no information regarding selecting their candidates to be fielded in the by-poll. But for the Thongju A/C, former Congress MLA Bijoy Koijam who was defeated in 2012 general elections is campaigning for the by-poll.
