Manipur government fails to show revenue receipt from Sangai festival; RTI Activist

IMPHAL: Manipur Government has failed to show the record of revenue reciept in white paper for the Sangai festivals which has been held since 2010, alleged an RTI activist.

Every year Tourism department, Govt of Manipur celebrates the “Manipur Sangai Festival” from 21st to 30th November. The ‘Festival’ is named after the State animal, Sangai, the brow-antlered deer found only in Manipur. It started in the year 2010 and has grown over the years into a big platform for Manipur to showcase its rich tradition and culture to the world. The festival is labeled as the grandest festival of the State today and helps promote Manipur as a world class tourism destination. Every edition of the festival showcases the tourism potential of the state in the field of Arts & Culture, Handloom, Handicrafts, Indigenous Sports, Cuisine, Music and Adventure sports of the state etc. 

RTI activist Advocate L Herojit while addressing reporters at Manipur press club, said that on January 10 this year, he submitted an RTI application to the Tourism department seeking some information regarding investment, revenue reciept, Amount recieved from sale of entry tickets, details of department or organisation and their responsibilities and numbers of tourists who visited to witness the Sangai festival etc. 
The Tourism department provided official reply for his RTI application on May 15 this year. 
The department provided information showing details only for investment incurred during the Sangai festivals held from 2010 to 2014, but failed to provide information regarding revenue reciept collected from the fedtival. 
The department replied that they could collect altogether Rs.35, 96, 84, 685 from selling entry tickets to the visitors during Sangai festivals held on 2015, 2016 and 2017. However, it failed to show the official revenue reciept from selling entry tickets during the Sangai fedtival editions held on 2010, 2011, 2012, 2013 and 2014, he said.

According to the information provided by the Tourism dept, Manipur government invested Rs 76, 80, 000 for organising the Sangai festival 2010. However, it failed to show official record of revenue reciept. 
In Sangai festival 2011, a sum of Rs 1, 10, 00, 000 was invested. Revenue reciept for this year's Sangai festival edition has also not shown. 
A sum of Rs 1, 54, 33, 830 was invested during Sangai festival 2012, Rs. 3,16,48,816 in 2013 and Rs. 3, 36,62,439 in 2014. The department has not shown revenue reciept for this years too, he said.
Sangai festival is organised with the objectives of promoting tourism potentials of Manipur and making the state a world class tourists destination. However, it is questionable if the concerned department is performing its responsibilities properly. People need to give a thought on organising the festival, he added...
